Sandra Borja (she/her) is an Associate Consultant at SEEK Development. She brings experience in the fields of public policy, social protection, development cooperation, and academic research. At SEEK, Sandra's role involves supporting clients in advancing development initiatives and addressing their most challenging obstacles across various sectors.
With her knowledge from academic research to policy implementation, she supports development finance, policy formulation, and effective resource mobilization.
Previously, Sandra worked at the ILO's Social Protection department. She supported the identification of social protection financing gaps and fiscal space options, and implemented an impact assessment tool to evaluate the capacity of cash transfers in reducing poverty. Sandra also conducted research on tax-related issues at the UN-FSDO and contributed to the realization of the 2022 and 2023 ECOSOC Special Meetings in Tax Matters.
In the Ecuadorian public sector, Sandra held roles in the Regulation and Control Agency of Telecommunications, overseeing operational and financial planning, and at the National Secretary of Planning and Development, analyzing investment projects and business plans for public entities in the energy and mineral sectors.
Sandra holds a Master’s in Development Economics from the University of Göttingen in Germany and a Bachelor’s degree in economics from the Pontifical Catholic University in Ecuador.
